I am now encountering the same bug in Precise 12.04 after removing a
"not empty" /usr/share/emacs/site-lisp/ directory while un-installing
emacs24 ...

The previous post is usefull however the 3 files debian-ispell.el,
flyspell.el and ipsell.el were installed. The only file missing was
debian-startup.el . The best solution was to install a dedicated package
conteining this file : emacsen-common

I am still left with other packages problem since I did a

$ sudo apt-get install --reinstall dictionaries-common
