Utopic will be shipping GNOME 3.12, this has been discussed many times on the various lists, see for example this thread [1]. One of the main
reasons being the release schedules are just far too tight.

We are essentially limited to whatever GNOME version that Ubuntu ships for GTK, that will be 3.12

Its not politics, its about stability, users who want the bleeding edge can use the PPA's

Fedora is not skipping 3.12, they are planning on landing into Fedora 20 as an update.
