You are right. Logging into the 'Classic Mode' is no difference and it shows the same desktop as the default mode so this is clearly a bug.
Sounds like gnome-session isnt setting the mode correctly.

Can someone try run from a terminal:
gnome-shell --mode=classic --replace

That works - I checked DESKTOP_SESSION first:

lance@lance-desktop:~$ echo $DESKTOP_SESSION
gnome-classic
lance@lance-desktop:~$ gnome-shell --mode=classic --replace
libGL error: Version 4 or later of flush extension not found
libGL error: failed to load driver: i915

Of course as soon as you close the terminal it kills the session. That output may look horrible in the archives so I also posted it here:

If you want me to file a bug report what package should I file against?



     Come to think of it though, in Trusty I believe the Classic session used the 'clearlooks-phenix' theme, but in Utopic it's using 'adwaita'
     just like the default session.

     Could you try logging into a Classic session and see what happens on your end? I've made very, very few changes post-install, certainly
     nothing that should break the Classic session. I'll be glad to open a new bug report if you'd like.

The latest build is: 13-Oct-2014 i368 and it has that bug.

Haven't yet tested amd64 though!
