Title:
Support for CCIR output and decoding

Status in “multimon” package in Ubuntu:
  Fix Released

Bug description:
  Binary package hint: multimon

We've added support for output and decoding of CCIR. It's basically
the same as for ZVEI, with different frequencies.

I've attached the changes as a patch (or at least tried), but I'm no
expert so please let me know if there is anything I can do.

It's diffed against multimon 1.0-5, and I've tested the output (gen) with my radio and confirmed that decoding (multimon) worked from my radio.
