  Packet gnuradio needs python-numpy for the GUI to start

Status in gnuradio package in Ubuntu:
  New

Bug description:
  The packet gnuradio curently has python-numpy as optional dependency.
  Please change this to required, as the UI wont start without python-numpy.

  Tested with Xenial on arm64.
