Howdy Folks,

Below is an email from Southern Baptist Disaster Relief which solicits
amateur radio operators for two week shifts in Haiti. If you meet the

As most of you are aware SBDR has had an Incident Command Team active in
Port au Prince , Haiti since early after the earthquake there.  In late
January it was decided to make HF communications a part of this team and
communicators have been rotating in and out to support the IC Team ever
since.  MARS Winlink Airmail and Paclink were chosen as the medium we
would use to provide a good e-mail conduit for the IC Team back to
stateside.  A communications jump kit with a HF radio, an automatic
external antenna tuner, a SCS Pactor III modem, antenna and other
supporting equipment was deployed to Haiti with the first wave of
communicators.  The Airmail/Paclink system has been set up and is
operational at the IC headquarters in Port au Prince and is used as a
backup for the sometimes irregular internet connection in Haiti .


 


We are in need of operators to operate this system and perform other
duties on the IC Team.  Terry Henderson,  Disaster Relief Operations
Consultant has asked me to seek communicators to deploy to Haiti as a
communicator/administrator to support the IC Team as far out as one year
since this is going to be a long term commitment.  The job will require
that you multi-task between communications and administrative type work
and be asked to stay for a minimum of two (2) weeks or more if possible.
I have attached a job description/requirement for the role with the IC
Team and have also made it a part of this e-mail if you have trouble
opening the attachment.

      Communicator/Administrator Job Description and Requirements
  

Minimum attitude/skill requirement: 

  

·        Bring a Christ like attitude as we serve our risen Savior as an
IC Team member. 

·        Be a trained Disaster Relief Volunteer with a participating
state Southern Baptist Disaster Relief group. 

·        Possess a current State Disaster Relief ID badge. 

·        Possess a valid US Passport with all vaccinations current. 

·        Participate with the IC Team in all devotional,
planning/reporting meetings. 

·        Amateur radio license (minimum General Class) with EMCOMM
practice skills and experience including antenna configuration, HF and
VHF radio procedures and modes with specific emphasis on Winlink via
MARS and/or HAM with Airmail and/or Paclink.  Considerable skills on
Kenwood TS2000 Radio, SCS Pactor III Modem, Winlink Airmail and Paclink
configuration(s) will be required. 

·        Familiarity with HF radio propagation as it relates to
accessing distant Winlink RMS’s and PMBO’s. 

·        Computer skills including Radio software, Microsoft Word,
Microsoft Excel, Internet browsers, Google earth. 

·        Skill and willingness to function as a team player. 

·        SBDR ICS training (desirable but not mandatory) 

·        FEMA Courses IS100 and IS700 (desirable but not mandatory) 

  

  

Communication: 

  

·        Setup and maintain antenna configuration (HF and VHF). 

·        Setup and maintain HF radio, tuner, TNC, power supply and UPC. 

·        The ability to troubleshoot and diagnose problems with the
antennas, radios, TNC, and other communications equipment. 

·        Setup and maintain 4 Icom VHF radios, antennas, chargers and
other communications equipment as required. 

·        Maintain Radio Jump Kit inventory. 

·        Distribute VHF radios to mobile teams 

·        Train mobile team communicator(s) on procedures; tactical call
signs, distress call, etc. 

·        Provide WI-FI network support as needed 

·        Pass voice and email traffic via WL2K-MARS, WL2K-HAM as needed
by IC 

  


Administration
  

·        Maintain an inventory of office supplies.  Report needs to IC 

·        Assist in map maintenance 

·        Maintain and distribute handheld GPS units 

·        Receive and summarize daily medical and assessment reports 

·        Prepare NAMB daily report including number of contacts/
patients seen, Gospel presentations, Decisions to accept Christ,
prescriptions written, buildings assessed: churches, schools, homes
and/or orphanages. 

·        Submit daily report each evening to Cathy Miller, Mike Morgan,
Mickey Caison, Bruce Poss, Karl Ragan, Terry Henderson and Fritz Wilson
via internet and/or MARS/amateur radio email.  The Daily Report form,
and the historical reports, are located on the dr_team4 computer under
the Haiti Response directory and the Daily Report directory.  Those
reports are in Word(2003) format. 

  

·        Organize, summarize, tabulate daily assessment reports.  Advise
Operations Officer of potential clinic sites,  Note and record Well
data; including presence of or not, presence of an operational pump, and
depth to water where there is no pump. 

·        Enter assessment report data into Individual Assessment Summary
database.  The data is in an Excel (2003) spreadsheet located on the
dr_team4 computer under the Haiti Response directory, Assessment
subdirectory.    

            


Safety and Security
  

·        Be thoroughly cognizant of the Emergency Contingency Plan 

·        Be aware and maintain list  of resource contacts including: 

                                    Haitian government contacts 

                                    Law enforcement contacts 

                                    Emergency medical contacts 

                                    US Embassy contacts 

·        Be knowledgeable of  the location of all teams at all times 

·        Be knowledgeable of “safe sites” throughout regions 

·        Be knowledgeable of volunteer housing sites, addresses and
contact information 

·        Be prepared to implement Emergency Contingency Plan as it
relates to communications. 

·        Establish and maintain backup radio communication network
between IC and all housing sites, between IC and all deployed units. 

·        Train incoming volunteers on safety procedures, communication
procedures including backup radio. 

·        Perform other duties and/or assignments as requested by the
Incident Commander and/or Deputy Incident Commander.
