I believe it is available to be translated in Launchpad. For example, in German:

Bug description:
  Binary package hint: shotwell

  The following string is marked for translation in the source code and
  can be found in Shotwell (in English) using Ubuntu Natty and Shotwell
  0.9.3 from proposed but cannot be translated in Launchpad:

  "_External photo editor:"

  It's taken from /ui/shotwell.glade
