The glossary entry is accurate.

Proprietary is an adjective to describe things that are privately owned.
It might be sold, but that isn't part of the definition; privately owned
things can be given away.

For example, Internet Explorer is proprietary software, but Microsoft
don't charge money for it (specifically).

Licences for proprietary software usually specify that the user is able
to use, but does not actually own the software, whether they've paid
money or not.

The glossary entry on proprietary is inaccurate. The manual says

\newglossaryentry{proprietary}{name={proprietary}, description={%
  Software made by companies that don't release their source code under an open source license.}}

But what it should say is.
\newglossaryentry{proprietary}{name={proprietary}, description={%
  Software made by companies that don't release their source code under an open source license and charge money for it.}}
