Yes, it's required.  The polyglossia package requires a later version of
xelatex than what comes with TeX Live 2007.  (I tried your method first
-- downloading the individual packages that we needed.  Unfortunately,
the xelatex version requirement got in the way.)

The tipa package is currently being used only because someone copied the
pronunciation of GNOME (or somesuch) from Wikipedia into the manual.
Once we switch the default English version of the document over to
compile with xelatex, we'll get the IPA characters for free from our
fonts.  (The tipa package is not required by xelatex, only latex.)  So
the tipa requirement will be going away soon.
