Getting the manual out for 14.04 in French.

Hello,
The French LoCo team is nudging us for a final release of the manual for
14.04. AFAIK, French translation was finished and proofread (correct me if
I'm mistaken). Is it thus possible to publish it, along with the other
versions ?
