Hi there!
Some kinds of single-GPU multi-seat setups (namely: 3 seats with 2 GPUs,
where one GPU is dedicated to seat0 and the other one will take care of the
other seats) will be possible with Xephyr 1.19 (probably it will be
available for Ubuntu 16.04.1 only, via HWE upgrade). We've backported the
needed patches for current 15.10's xorg-server package it Ubuntu Multiseat
PPA. A sample configuration can be found in
https://patchwork.freedesktop.org/series/1743/
However, if you need a *real* single-GPU multi-seat setup i.e. 2 seats with
only one GPU, you'll need to prevent both Plymouth and LightDM from
performing any VT switching. If you can't configure Plymouth to start on
VT1, you'll need to rebuild it to do so (our single-GPU PPA used to include
a patched plymouth package rebuilt to start on VT1, but it's outdated).
Once you've achieved it, you need to configure LightDM to start on VT1, too:
