While this misses the “N” in NGO, this is a great overview of different
parts of the U.S. Government's use of Drupal.  Examples like these and
http://www.hrhresourcecenter.org/ which I helped with at IntraHealth, an
NGO, are great to show NGOs as examples of what they can do and also, to
show (if they need it) that this sort of software is “acceptable”.
