I just wanted to address this one issue with an example of how I was
able to provide Uganda's Ministry of Health with an open source system
(KnowledgeTree) document storage and retrieval system while working with
IntraHealth International (a US-based NGO).
Given the relative resource limitations of Uganda's MOH, it is
impressive that they're still using the system I implemented and you can
still access it: http://hexm.de/40 (expands to
http://library.health.go.ug/ktree/browse.php?fFolderId=1&sort_on=ktcore.columns.creationdate&sort_order=desc).
With my more recent involvement with Wikimedia, I think that MediaWiki
could fill the need with more flexibility.
In any case, I'd like to offer my help and provide any support that I
can for this.
