It should be a link to the IETF page for the RFC, but I messed up the markup.
Fixed now.

I totally agree this is just a start.  I wanted to make sure the wiki
information was faithfully incorporated into the packaging guide docs.  I
still need to make a pass through /usr/share/doc/bzr-builddeb/user_manual.
Once this lands and is available via (even a temporary) web page, I plan to
remove/disable the wiki pages and point them at this documentation.

But I fully agree that the guide should be reorganized at some point.  I like
the idea of quick howto-guides and more in-depth kb articles.  It's in the
latter that we could (possibly) introduce alternative ways of doing things.
For example, using sbuild instead of pbuilder.
