Bug description:
While hands-on guides and how-tos are a great way to get people going
quickly, we also need to help people get a deeper understanding of
what they are doing. I think an overview of the files in `debian/`
directory is a good first step. I propose to expand and update the
current page

links to Policy, converting the copyright section to Dep 5, probably
discuss more files than it currently does, ect...
In the current packaging guide complete, this section gets included
from "Packaging from Scratch." (i.e.
"Include(PackagingGuide/Howtos/PackagingFromScratchHelloChangelog)")
How will we handle that sort of format with the new guide? Is this
section necessary or should it be folded in there?
I'm assigning myself, but I will not put it "in-progress" until
someone who is more involved "confirms" the need for the section. I
don't want to waste my time.
