"Currently, the package source format will default to 1.0 if this file does not
exist. You can make this explicit in the source/format file. If you choose not
to use this file to define the source format, Lintian will warn about the
missing file. This warning is informational only and may be safely ignored."

I added additional text to make it more clear why I wrote that 3.0 is
encouraged. Stressing that it is not required made it sound like there
is no good reason for using it. So I added some reasons. If there are
some good reasons for sticking with 1.0 format (love of dpatch?) that
should be highlighted, patches are welcome. ;-)
The best argument against 3.0 I've heard is "I do not need any reason
to avoid 3.0 other than I do not have a good enough reason to move from
1.0." [1] It seems to me that most who feel that way aren't going to be
influenced by my little attempt to document the existence of the
debian/source/format file.
Anyways, now I'm straying away from the actual bug.

It says:
"If for some reason, you wish to keep using the old format, please
create this file and put 1.0 in it to be explicit about the source
package version. This allows for the future removal of the 1.0 default
for the package source format."
The dpkg maintainers have explicitly abandoned the goal of switching
the default so this rationale is obsolete. It's not clear there is
any reason to add source/format with 1.0 since it will behave the same
as none at all. Recommend that this be deleted.
