[Bug 898617] Re: "Packaging new software" talks about REVU

Bug description:
REVU is supposed to go away. Please let's not direct people into a
tarpit. Ideally we'll have a discussion about Debian, Mentors, etc,
but even in the absence of that we should not talk about REVU without
clarifying expectations.
