  Links to "index" are confusing.

Bug description:
  There are two links included in the top of the page. Both are labeled
  "Index."

  The one in the navigation part goes to the fairly useless:
  http://developer.ubuntu.com/packaging/html/genindex.html

  The other goes to the homepage, which is probably what people expect.
