  Clarify how to sync

Status in Ubuntu Packaging Guide:

Bug description:
  We have syncpackage(1) and requestsync(1) and bzr merge-package
  against a debianlp url.  Launchpad is beta testing a button to JFDI
  the sync, which will be the new goodness so folks with the right
  permission can just do the sync themselves.  This bug is a reminder to
  update both the UPG and this wiki page once that lands, to recommend
  the Launchpad Way for doing syncs.
