Thanks so much for working on this! It mostly looks great, but there is one issue:

This will cause the non English builds to also be installed to the ubuntu-packaging-guide-html package as they are built in:

$(BUILDDIR)/html/$*

I'm not sure if we want to block on that or not as the non-English builds are already broken.
