Review: Needs Fixing

Great work Dmitry!

A couple of things I noticed: 

 - /usr/share/doc/ubuntu-packaging-guide-html/singlehtml/index.html does not have styling.
 - Also if you run ./debian/scripts/add-languages (Spanish is up to 79% now!) the 
   build does not succeed. Without your change it seems like the resulting binary packages 
   are empty though, so I'll file a separate bug about this.
