One way you can get this right now is to subscribe to the bazaar branch
on Launchpad: https://code.launchpad.net/~ubuntu-packaging-guide-team

Of course, that's not particularlly ideal.

There's also a RSS plugin in sphinx-contrib, but I haven't looked at it
closely:

  The Wiki at ubuntu.com [1] has the option to subscribe to changes on a page.
  This would also useful for the guide and would enable subscribers to get automatically the latest news about packaging.
