This is not a Packaging Guide problem as far as I can see.
How did you "install Ubuntu 12.10 over 12.04 LTS"?

Bug description:
Installed Ubuntu 12.10 over 12.04 LTS.
Had multiple conflicts: no package named 'libjbig0', 'libjtiff5',
'oracle java 7-installer'.
When I attempted to send a bug report, the bug report had bugs: error
occured while attempting to process this problem. report unpack
requires a byte object of 4 length.
Error message on Desktop. Telling me to open Package Manager to
address errors. Guess what? No Package Manager.
