  non-existant packaging guide for python

Bug description:
  Hi, it is quite hard to build package, I am beginner in developing
  apps for ubuntu and I consider me as not total beginner in ubuntu and
  programming.

  I use this guide
  https://wiki.ubuntu.com/PackagingGuide/Python

  But there is missing tutorial, how to actually package your python
  program (should be some distutils tutorial)
