Ok. I pushed a first cut of this to lp:~andrewsomething/+junk/packaging-
guide-landing-page

It just makes things a bit prettier for now. There is still work to be
done...

I can't propose a merge to a "junk" branch. We should figure out a way
to keep this in the same branch as the rest of the guide if possible.

Bug description:
  We now maintain our own index.html and have all the freedoms to do
  whatever we want. No more keeping the pages in sync with
  developer.ubuntu.com - rewrite rules are in place, everything is at
  http://packaging.ubuntu.com/

  Now we need to beautify the HTML pages a bit. Can anyone please help
  with this?
