[Bug 2119399] [NEW] please stop advising to use outdated what-patch

Now than Debian is 100% quilt,
what-patch has really little purpose left and should be removed
from a future devscripts release.

edit-patch is going through a similar fate and was amputated
of most of it's substence already.
