Dunno if I got you wrong there, but what exactly do you mean by:
"on android the cpu frequency is always same (screen off or on)." ?
The frequency on Android is *NOT* always the same. It all depends on your
kernel, but on high load, your cpu will most likely ramp up to the max
allowed frequency, in your case 1200MHZ (I assume).
When idling, the cpu will ramp down to the min frequency (300MHZ for you)
and enter Deep Sleep if all goes well and you have no apps causing a
wakelock.
I assume Ubuntu Touch handles this just the same way Android does, because
most factors causing a frequency change are kernel related anyways. We just
have no tool to display current frequencies on Ubuntu Touch as of now (at
least no graphical ones).
