i'm not sure my mother would understand such a concept or get along with
a gazillion of buttons and options for having to set up security
policies ... would yours ?
i would really just go with a guest user that only has access to the
core apps shipped and can only make emergency calls.
if you want to access your personal data and additional installed apps
you switch users which automatically unlocks your keyring and access to
all your data and your personalized user profile (someone mentioned
wallpapers and icons) ... locking the phone should only happen through
either actively pressing the lock button or through a display timeout
after which you would be back in the guest account.
