Yes they overlap, so I propose to show a reduced version of each one.
The mockup implement that.
It still answers user's question : "how can I get some actions/options ?"

From an implementation pov, I think static images (of launcher, toolbar 
and notification) should be used to reduce CPU/GPU needs and load times.
