Permanently up, and moved to the top. That's my idea of a simple step in
the right direction. I mean, it's fine being at the bottom on desktop, it's
just the opposite of normal. We could move the window control bar
(maximize, minimize, etc.) to the bottom too and see how that goes... but I
don't know if that's a better idea than just moving the toolbar to the top.
