I had this today when trying to login to twitter. The kb didn't appear
during the login screen. So I switched to Terminal, tapped to make the
keyboard appear and then to make sure I swiped it away and tapped
again to make it re-appear.

I then went back to Twitter (browser) and the keyboard appeared when I
tapped the login field.
