We had an issue that is now fixed in the ubuntu3 package:
https://launchpad.net/ubuntu/+archive/primary/+files/android-emulator_20131120-0225-0ubuntu3_i386.deb
Please give this a try.

If you're running trusty, it should just work with apt-get, otherwise
try the above package.
