Well, this is decidedly untrue, seeing as I am neither a manager nor a
team leader and I could edit it... it's not clear to me precisely who
had edit rights. I think it was more "whoever thought to ask for edit
rights, got edit rights". But maybe that's not the case. I'm
unfamiliar.

I think that if you are confident in the releasable quality of your
project's trunk, just file the bug, and the landing team will decide
how/when to do the release. I don't personally see any harm in
developers (especially canonical employees!) being able to file bugs
against landing-plan directly, but I guess you'll need to talk to your
manager about this (eg, if your manager is the one who says you have
to go through him in order to get landing asks, then you should listen
to him).
