Changed a bit - Seth Forshee has stepped in to take over the powerd aspect.
you'll note the bug is now only against powerd.

its been tested and seems to address the problem...so Mir team approved the
MP based on the testing. Now just needs someone from phablet-team to review
and hopefully approve.
