Yes, probably.

I agree that most enablement-specific stuff would go into the device
tarball, and probably many of the existing examples cwayne provided
fall into that category.

But we are also trying to think through other scenarios of customizing
system-wide behavior that might be needed for $OEM but not on a
per-device basis. So I believe that the overall point that cwayne
brings up is still worth discussing.
