Those sites aren't out of date.  The new 2013 model of the Nexus 7 
*isn't* supported.

If you want to test the experimental Android 4.4.2-based images, the 
following instructions are the most up to date, I believe:

In any case, once the 2013 Nexus 7 is supported, I expect that the 
instructions at https://wiki.ubuntu.com/Touch/Install will be updated, 
assuming that those instructions don't just being to work as-is.
