This piece of work is only about reducing the amount of stuff pulled
onto the image.

To get it into main, the plugins should be moved into -good. I talked a
bit to upstream this morning and this was their proposed ideal solution.
They are up for having this work done upstream. Anything else (like some
Ubuntu-specific source package split) is going to be a maintenance
problem that I would take issue with.
