this will be a lot of extra work for porters :) 

the package above will be the one consuming these files though (it
currently is one of the three packages carrying the device specific
bits, we only have not moved them yet because making a simple change
will become a multi hour effort when they live on the android side vs. a
single upload/landing if they live in this package)
