ubuntu-sdk-libs-dev shouldn't ship any files, it's a pure meta-package
generated from seeds.

Option 1 is to get these cmake modules into one of the packages listed above.
Option 2 is to package these modules into a new package & seed this
new package into sdk-libs-dev
