The fact that it requires a server side component is a non issue: we're living in a word of ubiquitous cloud computing. App developers have already embraced application design with a client and a server part. Ubuntu is a technology leader in /both/ domains.
And even if you don't feel like implementing a scalable server side yourself, I'm sure that solutions like Urban Airship or Boxcar will be available for Ubuntu in no time.
In other words, if you consider the whole Ubuntu landscape, I think that we already have all it takes to solve that background services problem...
