I used sync:ppa:~ci-train-ppa-service/ubuntu/landing-003,utopic
ubuntu-system-settings

The "sync:5" method sounds really simple and good addition once it
works. But I've handled four landings this morning now with my old
method, which in case of silo to silo copies came down to:
./copy-package -d ubuntu -s utopic --ppa=ci-train-ppa-service
--ppa-name=landing-$1 --to-distribution=ubuntu-rtm --to-suite=14.09
--to-ppa=ci-train-ppa-service --to-ppa-name=landing-$2 $3
