Correct.

To clarify this, they won't be available in the usual archive format.
For manually debugging stuff you can grab them from
http://ddebs.ubuntu.com/queue/ or
http://ddebs.ubuntu.com/ubuntu-rtm/queue/, unpack the tarball
containing the ddebs, and install those manually.
