The --developer-mode does something different to adb on the phone, than
opening System Settings and enabling developer mode on the phone itself?
My understanding from talking to ogra was that adb on the phone is now
built to require the password/pin, and in the future will require screen
unlock before it even starts up (in the same way mtp works now). That is
done through patches in adb, and it would be possible to install an adb
built without those changes, to get developer mode working with the
swipe to unlock again. There is certainly only one adb build in the
archive, and on the image, but a custom build could be made and
installed to get the old behavior back.
