Announcing the Landing Process documentation

Hello everyone,

The thing we were always lacking was one place where all the landing
related documentation could be stored. We had a few wiki pages here and
there, but either they were lacking in content, or were scattered around
various places.

We would like to announce such a centralized place for our documentation:

 https://wiki.ubuntu.com/LandingTeam

You can find all guidelines related to the process of landing things
through CI Train, as well as guidelines for the Landing Team members or
any other useful documents.

Enjoy and please let us know if you feel anything is missing. We are
adding new guidelines all the time.
