For polld, the UI application might not be running at all; the user
might open it only when he receives a notification, and in that case
it's a chicken and egg problem.
I believe that account-polld should create a snap-decision, and when
that's accepted the application would start (at which point it would
speak to OA and renew its token). But this needs some design work.
Users will be puzzled if notifications silently stop working.
