You can. You just won't be able to publish it in the official Ubuntu
Store. The reason for that is to protect the user. The way app stores
work in today's world, is to inject random binaries into people phones.
I for one am quite happy that the Ubuntu App Store has those measures in
place to protect me from malicious apps.

On the other hand, I agree that those restrictions on apps also mean
some limitation in the usefulness of apps being published in the store.

However, as you mentioned yourself, Ubuntu is open source and you can
very well create an app that does everything you want. In that case you
either need to distribute it yourself somehow, or use something like
