I know from own tests on FreeBSD as OpenSource Video or VoIP software 

baresip  http://www.creytiv.com/pub
written in C

Ekiga http://www.ekiga.org/
written in C++

Both are higly portable, Ekiga I think even to Windows; and might be
portable to Ubuntu too; I have no idea if the restrictions in the
Ubuntu-phone would allow access to the devices (mic, cam, speaker).
