Well, the same holds true for spying and battery draining apps.

One other thing: Operation while screen is off is related but
orthogonal to the lifecycle policy
discussion we are having here. The general ability for an app to
prevent the device from suspending is a feature
we already have on the roadmap. You certainly don't want the system to
prevent suspension or deep sleep just because some
arbitrary app is still running/consuming resources. It takes an
explicit negotiation between the app and the system guarded by our
trust infrastructure to prevent the system from aggressively aiming to
enter deep sleep.
