App than disappears when turning off

I installed the app "My Web Apps". If I turn off the phone, when I turn on this app is not in the menu.
To recover it I have to install it and then it mantains the direcions that I put before.
I don't know the reason. (Perhaps because I deleted the icon ...). I had also made a hard reset before.
