Does this mean that the Nexus 4 is moving from being a suported device running Stable OTA updates to being totally community supported? Does this mean no more Canonical employees are running the N4?

OTA-9 phased upgrades are in progress! Just in a little while all users

Road to OTA-9.5 continues. Today we only had two landings so far: a new
ubuntu-system-settings with fixes for the bluetooth panel and a new
ubuntu-touch-meta package with addition of a new touch framework for all
the new planned changes to come.

We're also slowly preparing for the removal of the no-longer supported
manta images from our official system-image servers. We didn't have time
to keep the quality of those images with the current state being hardly
even usable. We'll be passing all the device-specifics to our community
(UBports [1]) so that at least the existing work doesn't go all to
waste. This should be completely finalized in the nearest weeks.
